This bill was amended by the House Committee on Regulated Industries to shift its focus from specialized land transactions to condominiums. The original version targeted lot owners in land transactions, while the substitute version now specifically addresses condominium unit owners and their obligations regarding common expenses and assessments.
Scope change
The bill's scope changed from applying to specialized land transactions and lot owners to specifically applying to condominiums and condominium unit owners under the Georgia Condominium Act.
SCOPE

Changed the bill's focus from 'specialized land transactions' to 'condominiums' and 'condominium units' to align with the Georgia Condominium Act.

DEFINITION

Added a new definition for 'condominium unit' to clarify the scope of who is subject to the bill's requirements.

REQUIREMENT

Modified the requirements for providing statements of account to apply to condominium unit owners instead of lot owners, including changes to how liens are extinguished for unpaid assessments.

Added a new Code section (44-3-109.1) to establish specific procedures for requesting and providing statements of account for condominium units.

ENFORCEMENT

Modified enforcement mechanisms to apply to condominium associations and unit owners rather than lot owners and land transaction parties.
