Diabetes Research; Establishing the University of Florida Diabetes Institute within the University of Florida College of Medicine; authorizing the institute to administer statewide pilot programs; requiring the institute to maintain a secure repository for deidentified data; authorizing the institute to share deidentified data under certain conditions; authorizing the institute to convene a consortium, etc.
Problem-solving Court Reports; Requiring the Office of the State Courts Administrator to provide a problem-solving court report to the Legislature annually by a specified date; requiring specified court programs to collect certain data and information for program evaluation; requiring each such court program to report such data and information annually to the office, etc.
Internet Crimes Against Children Programs; Renaming the Online Sting Operations Grant Program created within the Department of Law Enforcement as the Internet Crimes Against Children Grant Program; revising the purpose of the grant program; revising the authorized uses for grant program funds; creating the Internet Crimes Against Children Task Force Funding Program within the Department of Law Enforcement, etc.
Statute of Limitations Period for Violations Involving Required Reports Concerning Children; Providing that the period of limitation for offenses related to specified required reports concerning children does not begin to run until a law enforcement agency is made aware of the violation, etc.
Newborn Screenings; Citing this act as “Mattie’s Law”; requiring that newborns, beginning on a specified date, be screened for biliary atresia; requiring the Department of Health to consult with the Genetics and Newborn Screening Advisory Council before adopting certain rules; requiring hospitals that provide birthing services to screen for biliary atresia in a specified manner, etc.
Disclosure of Public Servants’ Personal Information; Authorizing certain public employees and officials to provide a written notice to a data broker to prevent disclosure of specified personal data concerning themselves and related persons; prohibiting a data broker from disclosing or redisclosing certain data after receipt of such notice; authorizing data brokers to provide e-mail addresses for receipt of such notice under specified conditions; providing for civil actions against a data broker for failure to comply, etc.
Speech and Debate Education; Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc. APPROPRIATION: $2,400,000
Community Associations; Revising conditions that constitute a violation of certain provisions related to certain records of a condominium association; revising how associations that have not adopted electronic voting are required to receive electronically transmitted ballots; revising a requirement that a developer, before turning over control of a cooperative association to unit owners, have a turnover inspection report for all buildings on the cooperative property, rather than only for buildings that are three stories or higher; providing that the official records of a homeowners’ association are open to inspection by certain persons at all reasonable times, etc.
Persons Disqualified from Being Appointed as a Guardian; Authorizing a court to appoint a person who has been convicted of a felony to be a guardian of a ward or proposed ward under certain circumstances, etc.
