Property Tax Administration; Revising the definitions of the terms "maximum total county ad valorem taxes levied" and "maximum total municipal ad valorem taxes levied" to conform to changes made by the act; revising limitations on the maximum millage rate that may be levied by certain units of government; authorizing the ballot summary of a specified proposed amendment or revision of the State Constitution to exceed a specified word limit, etc.

Save our Homes from Excessive Property Taxes; Proposing amendments to the State Constitution to revise the limitation on annual assessment increases for specified real property, to increase the homestead exemption, to provide a limitation on the use of ad valorem taxes levied by counties and municipalities, and to provide an effective date, etc.

Commercial Driving Schools; Authorizing the Department of Highway Safety and Motor Vehicles to enter into interagency agreements with tax collectors for a specified purpose; specifying that such an interagency agreement is a delegation of authority of the department to the tax collector; providing that such an interagency agreement may include, but need not be limited to, certain grants of authority, etc.

Data Centers; Specifying that local governments maintain authority to exercise power and responsibility over comprehensive planning and land development regulations relating to large load customers; requiring public utilities to provide certain minimum tariff and service requirements for large load customers; prohibiting the governing board of a water management district or the Department of Environmental Protection from issuing a permit for the consumptive use of water to a large-scale data center under certain circumstances; requiring the Office of Program Policy Analysis and Government Accountability to contract for a study relating to the construction and operation of large-scale data centers, etc.

Coastal Resiliency; Prohibiting the Board of Trustees of the Internal Improvement Trust Fund from approving the dredging or filling of the submerged lands of the Terra Ceia Aquatic Preserve unless such dredging and filling occurs for certain reasons; authorizing certain dredging and filling of submerged lands and placement of certain shorelines and seawalls within the Biscayne Bay Aquatic Preserve; authorizing the erection of certain structures within aquatic preserves; requiring the Department of Environmental Protection, by a specified date, to develop guidelines and standards for nature-based methods to address coastal resiliency and to adopt rules, subject to legislative ratification, for a statewide permitting process for such coastal resiliency, etc.

Public Records/Data Centers; Providing an exemption from public records requirements for information relating to the plans, intentions, or interest of a person to locate a data center; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.

Net-zero Policies by Governmental Entities; Prohibiting governmental entities from adopting or requiring the adoption of net-zero policies; prohibiting governmental entities from expending government funds to support, implement, or advance net-zero policies; prohibiting governmental entities from imposing taxes, fees, penalties, charges, offsets, or assessments to advance net-zero policies; prohibiting governmental entities from implementing, administering, or enforcing a program that functions as a cap-and-trade program or has such effect, etc.

Foreign Influence; Citing this act as the “Foreign Interference Restriction and Enforcement Act”; prohibiting preplanned adoption agreements unless certain conditions are met; prohibiting specified persons from soliciting or accepting anything of value from a designated foreign terrorist organization, a foreign country of concern, or persons or entities representing such organizations or countries; authorizing any appropriate tax collector to revoke or refuse to renew business tax receipts of specified individuals, businesses, or entities; prohibiting a governmental entity from knowingly entering into certain contracts with foreign sources of concern; removing the Florida-China Institute from the list of linkage institutes, etc.

Residential Property Insurance; Requiring that certain rate filings with the Office of Insurance Regulation from residential property insurers include rate transparency reports; requiring the office to establish and maintain a comprehensive resource center on its website; specifying that certain information is not a trade secret and is not subject to certain public records exemptions; prohibiting an insurer from including the value of certain land when establishing a coverage amount or adjusting certain claims, etc.

Disclosure of Estimated Ad Valorem Taxes; Defining the terms “listing platform” and “property”; requiring that certain property listings include estimated ad valorem taxes; requiring the Department of Revenue to maintain on its website a table of links to each county’s property appraiser’s homepage and tax estimator; requiring the department to develop a formula that may be used by listing platforms to calculate the estimated ad valorem taxes; requiring the department to annually develop a countywide aggregate average millage rate for each county for use by listing platforms, etc.
