Citizens Property Insurance Corporation; Prohibiting the corporation from issuing new coverage for commercial residential and commercial nonresidential risks under certain circumstances; requiring the corporation to establish a personal lines clearinghouse for specified purposes; revising the rights and responsibilities the corporation has in establishing the program; requiring that certain risk information be aggregated and deidentified; authorizing applicants or insureds to elect to accept coverage with authorized insurers or elect to accept or continue coverage with the corporation under certain circumstances, etc.

Newborn Screenings; Citing this act as “Mattie’s Law”; requiring that newborns, beginning on a specified date, be screened for biliary atresia; requiring the Department of Health to consult with the Genetics and Newborn Screening Advisory Council before adopting certain rules; requiring hospitals that provide birthing services to screen for biliary atresia in a specified manner, etc.
Activities of Special Districts; Authorizing certain special districts meeting particular criteria to jointly enter into, participate in, establish, and control specified joint relationships or collaborations anywhere within the boundaries of either or all such special districts; establishing state action immunity; authorizing such districts to exercise such powers regardless of certain consequences, etc.

Smoking in Public Places; Defining the term “public place”; revising the definition of the terms “smoking” and “vape” or “vaping”; prohibiting smoking or vaping a marijuana product in public places in this state, with exceptions, etc.
