Citizens Property Insurance Corporation; Prohibiting the corporation from issuing new coverage for commercial residential and commercial nonresidential risks under certain circumstances; requiring the corporation to establish a personal lines clearinghouse for specified purposes; revising the rights and responsibilities the corporation has in establishing the program; requiring that certain risk information be aggregated and deidentified; authorizing applicants or insureds to elect to accept coverage with authorized insurers or elect to accept or continue coverage with the corporation under certain circumstances, etc.

Recovery Residences; Requiring the Department of Children and Families to require only a level 2 background screening for certain individuals under certain circumstances; prohibiting the department from requiring certain existing licensed service providers to admit individuals for services during the probationary licensing period if certain requirements and conditions are met, etc.

Specialty License Plates; Requiring certain organizations that have an approved specialty license plate to submit within a specified timeframe certain financial information to the Department of Highway Safety and Motor Vehicles; prohibiting specialty license plate annual use fees or interest earned from such fees from being distributed to certain entities; requiring the department to develop an Endless Summer motorcycle specialty license plate; revising provisions relating to the issuance and fee distribution for Fraternal Order of Police license plates; directing the department to develop specified specialty license plates, etc.

Licensure of Medical Spas; Creating the “Medical Spa Prescription Drug Oversight Act”; requiring medical spas to be licensed under certain circumstances; requiring the Board of Pharmacy to maintain a public database of licensed medical spas; providing that submission of an application for licensure by a medical spa constitutes permission for inspections; authorizing the board to investigate certain violations and impose penalties, etc.

Newborn Screenings; Citing this act as “Mattie’s Law”; requiring that newborns, beginning on a specified date, be screened for biliary atresia; requiring the Department of Health to consult with the Genetics and Newborn Screening Advisory Council before adopting certain rules; requiring hospitals that provide birthing services to screen for biliary atresia in a specified manner, etc.

Activities of Special Districts; Authorizing certain special districts meeting particular criteria to jointly enter into, participate in, establish, and control specified joint relationships or collaborations anywhere within the boundaries of either or all such special districts; establishing state action immunity; authorizing such districts to exercise such powers regardless of certain consequences, etc.

Speech and Debate Education; Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc. APPROPRIATION: $2,400,000

Causes of Action Based on Improvements to Real Property; Revising the time in which an action founded on the design, planning, or construction of an improvement to real property shall be commenced; revising the date on which the statute of limitations period for such action begins; defining the terms “completion of the improvement” and “completion of the contract”, etc.

Smoking in Public Places; Defining the term “public place”; revising the definition of the terms “smoking” and “vape” or “vaping”; prohibiting smoking or vaping a marijuana product in public places in this state, with exceptions, etc.

Trust Funds/Florida Cryptocurrency Reserve; Creating the Florida Cryptocurrency Reserve, a trust fund, within the office of the Chief Financial Officer; providing for the source of funds and the purpose of the reserve; providing for future review and termination or re-creation of the reserve, etc.
