Use of Digital Currency by the Department of Financial Services; Establishing the Florida Stablecoin Pilot Program within the Department of Financial Services; authorizing the department to accept payment stablecoins; authorizing the department to conduct examinations, audits, and investigations of permitted payment stablecoin issuers; requiring the department to monitor and evaluate the pilot program and collect certain data, etc.

Firefighter Cancer Benefits; Requiring a former employer to provide death benefits to certain beneficiaries for a specified time period under certain circumstances, etc.

Victims of Violence; Citing this act as the “Survivor Safety Act”; creating a rebuttable presumption that persons who use force in accordance with specified provisions against a known abuser act with a reasonable fear of imminent peril of death or great bodily harm; requiring the Department of Law Enforcement, in consultation with specified persons, to develop, implement, and mandate an evidence-based, trauma-informed training program for specified persons; requiring the Florida Commission on Offender Review to establish the Survivor Self-Defense Case Review Panel, etc.

Physical Therapy Treatment Plans; Exempting specified services from the requirement that a physical therapist have a practitioner of record review and sign a plan of treatment, etc.

Aggravated Stalking; Creating the offense of aggravated stalking if a person willfully, maliciously, and repeatedly follows, harasses, or cyberstalks another person and in the course of such conduct commits specified acts, etc.

Public Records and Meetings/Drug Overdose Death Review Committee/Suicide Death Review Committee; Creating an exemption from public records requirements for certain records and information held by the Drug Overdose Death Review Committee and the Suicide Death Review Committee, respectively, or a local review committee established thereunder; creating an exemption from public meetings requirements for portions of meetings of the committees which would reveal confidential and exempt information; providing for future legislative review and repeal; providing statements of public necessity, etc.

Thoroughbred Permitholders; Providing that a thoroughbred permitholder may elect not to, rather than be required to, conduct live racing or games; providing that a thoroughbred permitholder that does not conduct live racing or games retains its permit, remains a pari-mutuel facility, remains an eligible facility if issued a slot machine license, and is eligible to be a guest track and a host track; authorizing, rather than prohibiting, the transfer or reissuance of a thoroughbred horse racing permit or license under certain circumstances; providing that the permit of a thoroughbred permitholder who conducts live performances and does not pay taxes for a certain time is void, etc.

Suicide and Drug Overdose Prevention; Creating the Drug Overdose Death Review Committee and the Suicide Death Review Committee, respectively, within the Department of Health for specified purposes; providing for membership of the committees and duties of the Drug Overdose Death Review Committee and the Suicide Death Review Committee, respectively; authorizing external stakeholders to review specified information; requiring the Drug Overdose Death Review Committee and the Suicide Death Review Committee, respectively, to annually submit a report to the Department of Health and the Statewide Drug Policy Advisory Council by a specified date, etc.

Newborn Screenings; Citing this act as “Mattie’s Law”; requiring that newborns, beginning on a specified date, be screened for biliary atresia; requiring the Department of Health to consult with the Genetics and Newborn Screening Advisory Council before adopting certain rules; requiring hospitals that provide birthing services to screen for biliary atresia in a specified manner, etc.

Public Safety; Requiring each county, and every public agency within such county, to provide specified 911, emergency call, and dispatch services from a centralized 911 call center operated by the county or a regional entity as decided by specified boards; requiring the board of county commissioners of each county to convene a specified board within a certain time period; requiring the board to decide by a unanimous vote the entity for the county which will operate its centralized 911 call center and the funding for such entity; providing that the sheriff is deemed the entity to provide 911, emergency call, and dispatch services in a county under certain circumstances, etc.
