Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.
Agency for Persons with Disabilities ; Revises definition of term "developmental disability"; defines "Tatton-Brown-Rahman syndrome"; requires level 2 employment screening for all employees of residential facilities & adult day training programs; requires agency to contract with state university to develop & administer certain surveys; provides requirements for such surveys; requires state university to submit certain report to agency by specified date; requires agency to conduct public hearings on specified information; conduct or contract for gap analysis for specified purposes; identify core competencies & performance metrics & make recommendations for standardizing assessments; & submit certain report to Governor & Legislature by specified date.
Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.
Animal Welfare; Creating the offense of causing or enticing a minor to commit, or in the presence of a minor committing, animal cruelty; requiring a court to order a minor who commits specified acts of animal cruelty to undergo a psychological evaluation and receive counseling and treatment for a specified time period; requiring the minor's parent or guardian or the state to pay the cost of such evaluation, counseling, and treatment; providing an exception; authorizing the court to hold the parent or guardian in contempt under certain circumstances; requiring the Department of Law Enforcement to post on its website specified information relating to each individual convicted of specified animal cruelty offenses; specifying time periods for which the information shall be posted; requiring the department to develop a procedure to allow a person to petition for the removal of his or her information under specified circumstances; requiring the department to remove specified information under specified circumstances; specifying the time period within which such information must be removed; authorizing the department to adopt rules; requiring clerks of court and county detention facilities to provide the Department of Law Enforcement with specified information, data, and images; creating the offense of causing or enticing a minor to commit, or in the presence of a minor committing, fighting or baiting animals; creating the offense of causing or enticing a minor to commit, or in the presence of a minor committing, sexual activities involving animals; increasing the maximum civil penalty for specified violations of ordinances relating to animal control or cruelty; increasing the level on the offense severity ranking chart for fighting or baiting animals; ranking offenses created by the act on the offense severity ranking chart, etc.
Conservation Lands; Requires Division of State Lands to publish certain information on its website before Acquisition & Restoration Council or Board of Trustees of Internal Improvement Trust Fund meets to review proposed sale of conservation lands; requires that certain parcels proposed for exchange be appraised in accordance with certain criteria; removes provisions requiring division to submit certain requests to Acquisition & Restoration Council for review; removes provisions requiring division to provide certain recommendations to board of trustees; requires division to publish certain information on its website before council or board of trustees meets to review proposed land exchange; requires division to submit certain requests to council for review & requiring council to provide recommendations to division in certain circumstances; requires division to provide certain recommendations to board of trustees in certain circumstances; requires governing board of water management district to publish certain information on its website before meeting to review proposed sale or exchange of certain lands.
Sexual Offenses; Replaces term "child pornography" with term "child sexual abuse material"; revises criteria related to reclassification of specified offenses; revises mandatory minimum sentences for certain sexual offenses by persons previously convicted of sexual offenses; increases penalty for employing, authorizing, or inducing child of specified age to engage in sexual performance; prohibits person from employing, authorizing, or inducing child younger than 12 years of age to engage in sexual performance; requires mandatory minimum sentences for certain offenses when committed by specified offenders; increases penalty for knowingly soliciting, possessing, controlling, or intentionally viewing certain materials that include child sexual abuse material; provides applicability of specified mandatory minimum sentences; increases penalty for intentionally creating generated child sexual abuse material; prohibits person from transmitting child sexual abuse material to another person; revises punishments for certain sexual activities involving animals; requires certain court order to be effective for certain number of years; increases criminal penalties for possessing child-like sex doll; provides that prosecution for certain acts in connection with obscene, lewd, etc., materials does not prohibit person from prosecution for other specified offenses; requires mandatory minimum sentences for certain offenses when committed by specified offenders; ranks offenses on offense severity ranking chart of Criminal Punishment Code.
Commercial Service Airports; Preempts naming of major commercial service airports to state; provides names for major commercial service airports; provides that renaming specified airport is subject to approval of FAA & execution of certain agreement; provides that such airport names continue to be valid under certain circumstances; requires DOT to annually review provisions naming major commercial service airports for certain purpose; requires DOT to provide certain notice to Legislature; provides requirements for such notice; requires that certain government records created on or after certain date use such airport names; specifies that airport names are branding designations; provides that political subdivision is in compliance with certain provisions under specified circumstances.
Establishment and Administration of a State Cryptocurrency Reserve; Establishes Florida Strategic Cryptocurrency Reserve Fund as special fund assigned to SBA; provides for objective, custody, administration, & management of reserve; provides sources of reserve; authorizes Legislature to appropriate funds for deposit to credit of reserve for specified purposes; authorizes board to pay certain costs using cryptocurrency in reserve or net proceed from sale of cryptocurrency in reserve; authorizes transfer of reserve money to State Treasury; authorizes board to dispose of certain cryptocurrency received by reserve; provides requirements for cryptocurrency to be purchased for reserve; authorizes contracts with third parties for administration or management of reserve; authorizes board to use derivatives; authorizes contracts with certified public accountants for independent audits; establishes Florida Strategic Cryptocurrency Reserve Fund Advisory Committee within board; provides for committee membership; provides duties & terms of committee members; requires board to adopt rules; requires board to provide to Legislature certain information relating to reserve.
Surrendering to Law Enforcement; Requires law enforcement agency to implement procedure for interviewing person who attempts to be taken into custody by such agency for violation of criminal law when no warrant for such person's arrest has been issued; specifies that such procedure shall include certain actions; authorizes temporary detention in certain circumstances; authorizes warrantless arrest in certain circumstances; requires law enforcement officer to deliver such person or have him or her delivered to nearest receiving facility for involuntary examination in certain circumstances.
