Specific Medical Diagnoses in Child Protective Investigations ; Providing an exception to the requirement that the Department of Children and Families immediately forward certain allegations to a law enforcement agency; requiring such allegations to be immediately forwarded to a law enforcement agency upon completion of the department's investigation; requiring a child protective investigator to inform the subject of an investigation of a certain duty; requiring Child Protection Teams to consult with a licensed physician or advanced practice registered nurse with certain experience when evaluating certain reports; requiring the physician or advanced practice registered nurse who performed certain medical examinations to submit a written report to the department and certain persons within a specified timeframe, etc.
Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.
Internal Revenue Code ; Revises the definition of the term "Internal Revenue Code"; conforms provisions to changes made by the act; provides for retroactive application; requires the Department of Revenue to adopt rules; authorizes the department to adopt emergency rules.
Clinical Laboratory Personnel; Requires that applicant who qualifies for licensure under specified provisions provide proof of such qualification & pay required fees to be eligible for licensure; requires that applicants for licensure as technologist or technician who meet specified criteria be deemed to have satisfied minimum qualifications for licensure to perform high or moderate complexity testing as technologist or technician, as applicable.
Educator Preparation and Certification; Authorizing an educator preparation institute to allow certain program participants to enroll in introductory coursework; revising the criteria for the award of a temporary educator certification to include certain persons with expired professional certificates; requiring that subject area coverages and endorsements for a certificateholder be reinstated with the certificateholder's professional certificate; revising requirements for reinstatement of a professional certificate; providing that certain requirements for reinstatement of a professional certificate may not be satisfied using specific inservice points; requiring the Florida Center for Teaching Excellence to collaborate with the David C. Anchin Center for the Advancement of Teaching for specified purposes; requiring, rather than authorizing, the center to submit a specified professional learning system for approval by the department; requiring the center to allow certain certified educators to use such professional learning system for specified purposes at no cost to the educator; requiring the center to submit inservice points for such educators to the department; requiring the center to provide information on certain school district professional learning systems to certain certified educators, etc.
Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.
Student Health and Safety; Revises DOH responsibilities for educational programs concerning epilepsy; revises requirements for student's individualized seizure action plan; revises list of which employees must complete training in care of students with epilepsy & seizure disorders; & provides that training is valid for 5 years.
Education; Requires entities that offer fee-based services to individuals who are blind or visually impaired to disclose in writing whether the services may be obtained elsewhere at no cost; requires certain service providers to apply to, rather than register with, the Division of Vocational Rehabilitation; revises the date for a requirement to obtain a license as a marriage and family therapist; revises public information requirements relating to virtual instruction options; revises the conditions considered an educational emergency; authorizes a student to carry a United States Food and Drug Administration-approved epinephrine delivery devices, rather than epinephrine auto-injectors; deletes obsolete provisions related to calculation of kindergarten readiness rates; requires the Department of Children and Families to determine whether a child care provider is the primary cause of certain class I violations; revises provisions related to certain law schools; authorizes a school district to reserve funds for certain STEM-related educational services, etc.
Dangerous Crimes; Requires court to remand person who pleads guilty or nolo contendere to, or is found guilty of, dangerous crime to custody immediately; requires such person to remain in custody pending sentencing without possibility of release on bond; revising definition of "dangerous crime."
