Photographic Enforcement of School Bus Safety; Authorizes school districts to install & operate side stop signal arm enforcement systems on school buses & to contract with private vendor or manufacturer to provide such systems; requires manufacturers & vendors to submit specified information to law enforcement agencies within specified timeframe; requires law enforcement agencies to review such information to determine whether violation occurred; provides notice requirements & procedures; provides that payment of fine operates as final disposition of civil penalty; provides notice requirements, procedures, & actions by DSHMV for unpaid civil penalties; specifies requirements of use of recorded video & still images captured by system; provides civil penalties & distribution thereof; requires annual report to Governor, Legislature, & DHSMV; requires & authorizes SBE to adopt rules.
Students Leaving School Grounds; Authorizes district school boards to adopt programs & policies for students to leave school grounds during school lunch periods; requires parental consent for student to participate in such policy under certain circumstances.
Insurance Coverage Parity for Mental Health and Substance Use Disorders; Requires Medicaid managed care plans to submit annual report to AHCA relating to parity between mental health & substance use disorder benefits & medical & surgical benefits; provides requirements for entities transacting individual or group health insurance or providing prepaid health care; removes provisions relating to optional coverage for mental & nervous disorders; requires OIR to implement & enforce federal law in specified manner; requires OIR to issue specified annual report to Legislature; removes provision relating to optional coverage required for substance abuse impaired persons.
Emergency Medical Services Community Health Care; Authorizes paramedics to administer other public health countermeasures under certain circumstances; requires written agreement between paramedic's medical director & DOH; requires medical director to verify & document that paramedic is qualified to administer other public health countermeasures.
School Bus Safety; Authorizes school district to install cameras on school buses; authorizes DHSMV, county, or municipality to authorize traffic infraction enforcement officer to issue & enforce citation for failing to stop for school bus; requires notification to be sent to owner of vehicle involved in violation; prohibits receiving commission or remuneration based on use of camera; requires payment of citation unless certain information is established in affidavit; provides penalties for submitting false affidavit; requires annual reports to DHSMV, Governor, & Legislature; provides hearing procedures; authorizes appeal of final order; provides disposition of civil penalties.
