Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Health Care Patient Protection; Requires hospital emergency departments to develop & implement policies & procedures, conduct training, record weights in certain manner, designate pediatric emergency care coordinator, & conduct specified assessments; authorizes hospital with emergency department to conduct National Pediatric Readiness Project's Open Assessment under certain conditions; requires agency to adopt certain rules for comprehensive emergency management plans, and, in consultation with Florida Emergency Medical Services for Children State Partnership Program, establish minimum standards for pediatric patient care in hospital emergency departments; requires agency to collect & publish results of specified assessments submitted by hospitals by specified dates; provides requirements for collection & publication of such assessment scores.

Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Commercial Service Airports; Preempts naming of major commercial service airports to state; provides names for major commercial service airports; provides that renaming specified airport is subject to approval of FAA & execution of certain agreement; provides that such airport names continue to be valid under certain circumstances; requires DOT to annually review provisions naming major commercial service airports for certain purpose; requires DOT to provide certain notice to Legislature; provides requirements for such notice; requires that certain government records created on or after certain date use such airport names; specifies that airport names are branding designations; provides that political subdivision is in compliance with certain provisions under specified circumstances.

Medicaid Reimbursement for Private Duty Nursing Services; Defines "pediatric continuing care integrated community" for purposes of state Medicaid program; defines "geographic area" & "prevailing hourly rate"; requires Medicaid managed care plans to reimburse licensed home health agencies for private duty nursing services provided in community residential group home at certain rate; prohibits Medicaid managed care plans from reducing reimbursement for such services; requires Medicaid managed care plans to negotiate rates with affiliated businesses at least annually & upon request by provider, to provide certain written certification; requires AHCA to seek federal approval within specified timeframe; requires agency to implement changes made by act upon federal approval.

Preemption to the State; Prohibits counties, municipalities, & special districts, respectively, from substantially burdening free exercise of religion by adopting or enforcing certain ordinances, regulations, resolutions, rules, or other policies; prohibits local enforcement agency from denying issuance of certificate of occupancy to owner of residential or commercial property based on noncompliance with Florida-friendly landscaping ordinances; prohibits local enforcement agency from denying issuance of building permit for alteration, modification, or repair of single-family residential structure; prohibits local enforcement agency from requiring building permit for construction of playground equipment or fence on certain property; prohibits local governments from adopting or enforcing certain ordinances, regulations, resolutions, rules, charter provisions, or other policies or from taking any action to license or otherwise regulate mutual benefit corporations; revises criteria for business to be considered home-based business as it relates to local government regulation of parking.

City of Punta Gorda, Charlotte County; Provides boundaries of Punta Gorda Utility District; authorizes Charlotte County to assume responsibility for utility functions in lands outside district; authorizes City of Punta Gorda to continue to own & maintain assets outside district; requires city & county to enter into interlocal agreements for specified purposes; provides reporting requirements; requires city to continue to provide potable water & wastewater utility service to certain customers & to maintain potable water & wastewater utility service infrastructure; requires continuation of powers, duties, & obligations of district & city until transfer.

Residential Homes for Medically or Technologically Dependent Children; Provides licensure & application requirements; requires AHCA to require certain background screening for certain persons; requires access to medically complex children's home at reasonable times for certain persons; requires agency to issue provisional license to newly licensed provider for specified timeframe; authorizes agency to issue conditional license for specified timeframe to licensed provider for specified reasons; requires agency to conduct inspections; provides rulemaking authority, procedures, & requirements; provides eligibility requirements to qualify for admission to medically complex children's home; provides uniform firesafety standards, emergency preparedness requirements, & construction standards; provides for denial, suspension, & revocation of license; provides for administrative fines.

Ambulatory Surgical Centers; Provides penalty for failure by ambulatory surgical center to timely provide good faith estimate; requires AHCA to notify Division of Law Revision upon adoption of certain federal rules.

Employer Immunity from Civil Liability; Provides employers with immunity from civil liability for adverse personnel actions taken against employee or job applicant.
