Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Systems of Law and Terrorist Organizations; Providing that the Department of State may administratively dissolve a corporation that has been designated as a terrorist organization in certain situations; providing that a person who receives military training from a domestic terrorist organization in certain situations commits a specified crime; providing a person who knowingly provides or attempts or conspires to provide material support or resources to a domestic terrorist organization commits a specified crime; providing that a person who willfully becomes a member of a domestic terrorist organization and serves under the direction or control of such organization with a specified intent commits a specified crime; authorizing the Chief of Domestic Security to designate an organization a domestic terrorist organization or a foreign terrorist organization if certain requirements are met; requiring the Chief to provide specified written notice to the Governor, the Cabinet, and the organization of the designation; providing that the Governor and the Cabinet may by a majority vote approve or reject the designation; requiring the Chief to publish such designation in the Florida Administrative Register within a specified time period after approval of the designation by the Governor and the Cabinet; providing that certain students of school districts and Florida College System institutions are ineligible for specified fee waivers; prohibiting students who promote domestic terrorist organization or foreign terrorist organizations from being awarded certain public institution funds, etc.

Trust Funds/Re-creation/Emergency Preparedness and Response Fund/EOG; Re-creates Emergency Preparedness & Response Fund within EOG, Division of Emergency Management; revises & provides uses of moneys deposited in fund; provides requirements for deposit of federal reimbursements of state emergency expenditures; provides reporting requirements; revises provisions relating to termination of fund; provides for retroactive application.

Department of Highway Safety and Motor Vehicles Fees; Authorizes tax collector to retain certain costs, charges, & fees; revises determination of certain handling charge; requires tax collector to determine certain costs; authorizes processing entity to retain certain record & driver license reinstatement fees; requires certain amount of replacement driver license & renewal & replacement identification card fees to be remitted to tax collector; requires specified fee to cover actual costs of any required criminal history check; requires tax collector to retain certain amount of such fee; increases amount of certain driver license reinstatement fees to be remitted to or retained by tax collector; authorizes processing entity or tax collector to retain certain driver license reinstatement fees.

Governmental Agency Publication of Advertisements and Public Notices; Expands definition of term "governmental agency"; revises definition of term "publicly accessible website"; requires that certain legal notices be continuously published for specified timeframe when notices are for specified purpose & provided under certain circumstance; authorizes certain counties or specified municipalities, school boards, clerks of circuit court, & tax collectors to use publicly accessible website to publish certain advertisements & legal notices under specified conditions; revises definition of term "special district"; requires that certain public bid advertisements on publicly accessible website be provided & accessible to general public without charge.

Commercial Construction ; Prohibiting a governmental entity from enforcing certain contract provisions for a public works project; requiring the Florida Building Commission to adopt by rule a uniform commercial building permit application for a specified purpose by a specified date; requiring the commission to adopt by rule additional trade-specific permit application forms for certain trades; requiring a local enforcement agency to use and accept the applications and forms adopted by the commission; requiring local enforcement agencies to adopt substantially similar forms for a certain purpose; requiring permit fees that are imposed by a local enforcement agency to be limited to the actual and reasonable costs incurred in reviewing, processing, and administering the permit; requiring a local jurisdiction to include a certain reduction in permit fees on its schedule of fees posted on its website; prohibiting the local jurisdiction from charging fees for plans review services under certain circumstances; requiring the local enforcement agency to reduce the permit fee by specified percentages for an owner or a contractor who retains a private provider for specified purposes.

Modification of Limitations on Property Assessment Increases ; Proposes amendment to State Constitution to modify limitations on assessment increases for both homestead & nonhomestead property, prohibit local governments from reducing total funding for services provided by law enforcement, firefighters, & other first responders, & provide an effective date.

Leave for Living Organ Donation; Defines "living organ donor"; requires state agencies to grant administrative leave, not to exceed specified number of days, to allow employee to serve as living organ donor; specifies that such leave is in addition to other leave authorized by law; defines "employer" and "living organ donor"; requires certain employers to grant unpaid leave of absence to allow employee to serve as living organ donor; specifies length of such leave of absence; authorizes employers to grant paid or unpaid leave for period longer than required period of time; provides effective date.

Transportation; Revises membership of Florida Transportation Research Institute; requires Florida Greenways & Trails Council to meet within specified timeframe to update specified recommendations; requires seaports to include critical infrastructure resource strategies in specified plan; revises provisions relating to personal delivery devices & mobile carriers; increases certain speed limits; modifies terms for elections to attend basic driver improvement course; authorizes certain rental trucks to elect permanent registration period; requires motor vehicle registration renewal to be recorded electronically; removes provisions relating to validation stickers; revises provisions relating to drone delivery services & drone ports; revises powers & duties of DOT with respect to state airport systems; provides requirements for commercial service airports relating to critical infrastructure resources; revises provisions relating to certain communications facilities; revises construction materials that may be used for certain multiuse trails or shared-use paths; provides that certain provisions relating to paratransit services apply only to persons with disabilities; revises provisions authorizing certain sign owners to increase sign height under certain circumstances; provides penalties for shooting into or throwing deadly missiles into occupied or unoccupied autonomous vehicle; provides penalties for defacing, injuring, or damaging autonomous vehicle.
