Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Improving Screening for and Treatment of Blood Clots; Requires hospitals with emergency departments to develop & implement policies & procedures & conduct training for rendering of appropriate medical attention for persons at risk of forming venous thromboembolisms; repeals provisions requiring DOH to contract with private entity to establish statewide venous thromboembolism registry at no cost to state; provides requirements for private entity; requires hospitals with emergency department, beginning on date certain, to regularly report certain information; requires department to require private entity to use nationally recognized platform to collect certain data; requires private entity to provide regular reports to department on such data; requires agency, by date certain, to provide to Governor & Legislature specified report; provides requirements for such report; provides applicability; revises requirements for certain annual inservice training for certified nursing assistants employed by nursing home facilities; revises training requirements for certain certified nursing assistants who may be delegated tasks in nursing home facilities; provides legislative findings; requires assisted living facilities to provide a consumer information pamphlet containing specified information to residents.

Insurance Research; Renames Florida Catastrophic Storm Risk Management Center to Florida Center for Excellence in Insurance & Risk Management; revises provisions relating to center; requires center to manage public hurricane loss projection model & use public model when necessary; revises provisions & provides type II transfer relating to pubic model.

Arrest and Detention of Individuals with Significant Medical Conditions; Defines "person with significant medical condition"; provides that law enforcement officer may use his or her discretion in determining whether to make an immediate arrest of person with significant medical condition.

Unmanned Aircraft and Unmanned Aircraft Systems; Revises definition of "critical infrastructure facility"; provides exception to prohibition on operating drone over critical infrastructure facility; increases criminal penalty for certain prohibited actions relating to drones; defines "unmanned aircraft" & "unmanned aircraft system"; prohibits certain actions relating to unmanned aircraft or unmanned aircraft systems; provides exception; provides criminal penalties; revises & provides exceptions to certain prohibited actions relating to drones; & provides criminal penalties & applicability.

Holocaust Remembrance Day; Requires Governor to proclaim specified day annually as "Holocaust Remembrance Day"; authorizes "Holocaust Remembrance Day" to be observed in this state's public schools & be observed by public exercise as Governor may designate; authorizes specified instruction.

Immigration Guidance and Training Opportunities; Urges Secretary of Homeland Security to provide guidance, training opportunities, & any other directives to ensure cooperation & coordination with 287(g) agreements.

Transportation Facility Designations; Provides honorary designations of certain transportation facilities in specified counties; redesignates specified bridge in St. Lucie County as "E.C. Summerlin Family Bridge"; directs DOT to erect suitable markers.

Security for Jewish Day Schools and Preschools; Requiring DOE to establish program to provide funds to Jewish day schools & preschools for specified security purposes; provides authorized uses for such funds.
