Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Domestic Violence and Protective Injunctions

Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Charitable Giving; Prohibits charitable organization that accepts contribution pursuant to written donor-imposed restriction from violating terms of that restriction without potential penalty; authorizes donor, or donor's legal representative, to file complaint within specified timeframe if charitable organization violates donor-imposed restriction contained in endowment agreement; specifies venue where complaint may be filed; provides that complaint may be filed regardless of whether endowment agreement expressly reserves right to sue or enforce agreement; prohibits donor or donor representative from seeking judgment awarding damages; requires charitable organization to notify donor, or donor's legal representative, if it cannot fulfill term in endowment agreement & offer donor, or donor's legal representative, alternative solution that closely matches initial term in such endowment agreement; etc.

Child Welfare; Provides that new medical report relating to provision of psychotropic medication to child in legal custody of DCF may be required only under certain circumstances; requires DCF & each community-based care lead agency to coordinate with certain organizations & meet quarterly; requires DCF & each community-based care lead agency to make certain information available on their respective websites; requires, beginning in specified year, DCF & each community-based care lead agency to publish on their respective websites biannual report containing specified information; requires caregiver to provide weekly cash allowance to each child in his or her care beginning when child attains certain age; requires physician to provide to pharmacy copy of certain documentation, rather than signed attestation, with certain prescriptions.
