Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Homestead Exemption and Public Safety Funding; Proposes amendments to State Constitution to revise homestead exemption, limit annual inflation adjustment, require funding for public safety remain at current levels, & require trust fund to provide supplemental funding to replace lost revenues.

Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Use of Substances Affecting Cognitive Function; Requires medical examiners to take specified actions when performing autopsy on decedent who is violent offender; requires that autopsy reports for such individuals include certain findings & information; requires notification of certain findings & information to FDLE, DOH, & AHCA; authorizes release of certain patient records to law enforcement agencies without patient authorization; requires school safety specialists to provide school district staff with certain training on adverse effects of specified substances; specifies requirements for training; requires safe-school officers to complete certain training on adverse effects of specified substances; specifies requirements for training.

Sexually Transmissible Diseases; Citing act as “HIV Prevention Justice Act”; reduces degree of criminal penalty for certain persons who are infected with human immunodeficiency virus (HIV) & who donate blood, plasma, organs, skin, or other human tissue for use in another person; revises prohibitions relating to intentional transmission of certain diseases through sexual conduct; provides that person’s failure to comply with behavioral recommendations does not de facto establish intent to transmit a disease; revises requirements for HIV testing in cases involving criminal transmission of HIV.

Administration of Medications by Pharmacists ; Authorizes pharmacists, at direction of certain licensed physicians, to administer medications; provides recordkeeping requirements; requires Board of Pharmacy to adopt rules; requires facilities to maintain documentation relating to pharmacist qualifications.

Elections; Requires that Secretary of State be elected, rather than appointed, & serve specified term; requires Florida Commission on Offender Review to develop & maintain database for specified purpose; provides that driver license or ID card applications, driver license or ID card renewal applications, & applications for changes of address for existing driver licenses or ID cards submitted to DHSMV serve as voter registration applications; requires DHSMV to transmit voter registration information electronically to DOS within specified timeframe; removes provision prohibiting persons providing voter registration services for driver license office from making changes to applicant's party affiliation without applicant's consent & separate signature; revises certain penalties; provides circumstances used to determine whether elections in local government exhibit racially polarized voting; authorizes party that sent notification letter to submit claim for reimbursement from local government; authorizes specified entities to file certain enforcement actions; creates Florida Voting Rights Act Commission within DOS; requires DOS instead of Office of Election Crimes & Security to conduct certain preliminary investigation; establishes General Election Day as paid holiday.

Descendants and Estates of Charles Greenlee, Walter Irvin, Samuel Shepherd, and Ernest Thomas; Provides that certain facts are found & declared to be true; provides that sum is appropriated from General Revenue Fund to DOS for specified relief; provides that specified persons are ineligible for further compensation. Juvenile Justice; Requires court to determine minimum period of time for child to remain in commitment program; requires child to remain in program until completion; authorizes specified minimum period of time for minimum-risk nonresidential commitment for misdemeanor of second degree; requires child to have objective performance-based treatment plan while in program; reduces minimum required age for child to be committed to maximum-risk residential facility for murder or manslaughter.

School and Child Care Facility Emergency Alerts; Requires local law enforcement agency to activate emergency alert system & issue Ya Ya Alert to public & private schools & child care facilities; requires local law enforcement agencies to create & maintain list of such schools & facilities within their jurisdictions; provides requirements for maintenance of such list; provides immunity from civil liability to certain persons for damages for complying in good faith with specified provisions; provides presumption of good faith; requires FDLE, in cooperation with specified departments, to activate emergency alert system & issue Imminent Threat Alert at request of local law enforcement agency; provides requirements for issuance of Imminent Threat Alerts; provides immunity from civil liability to certain persons for damages for complying in good faith with specified provisions; provides presumption of good faith.
