Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Veterans Affairs; Revises admissions process for veterans treatment court programs; authorizes court, in consultation with multidisciplinary team, to determine eligibility for veterans treatment court programs; requires court to consider recommendation of state attorney when making eligibility determination; authorizes sentencing courts to divert defendants to veterans treatment court programs under certain circumstances; requires certain notice be provided to defendants; provides for disposition of probation or community control violations by program participants.

Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.

Administrative Efficiency in Public Schools; Revises provisions relating to school districts, district school boards, K-12 school facilities, funding, teacher certifications & contracts, & early learning.

Ad Valorem Tax Exemption for Nonprofit Homes for the Aged; Revises eligibility requirement for Florida limited partnerships applying for certain ad valorem tax exemption.

Mobile Home Park Lot Tenancies; Revises provisions relating to mobile home park lot tenancies, including factors used to determine rent increases, proof required for lot rental increases, electronic billing or payment systems, changes in lot rental amount, termination of tenancy, payment of lot rental amount, & the Florida Mobile Home Relocation Corporation; revises powers & duties of Division of Florida Condominiums, Timeshares, & Mobile Homes; authorizes persons to file complaint with DLA for certain reasons; provides DLA authority to enforce compliance with state law.

Court Fees; Increases service charges clerk of circuit court charges for certain services rendered by clerk's office; increases certain filing fees & service charges that may be charged by clerk in probate matters; increases certain filing fees & service charges in trial & appellate proceedings; increases certain filing fees & service charges for civil actions, suits, or proceedings in county court; revises distribution formula for additional filing fees; increases service charge clerk is entitled to for disbursement of surplus proceeds for certain judicial sales procedures; increases filing fee for additional timeshare interests joining consolidated timeshare foreclosure action; increases fee clerk of circuit court may charge for auditing of return of ward's estate; requires Office of Economic & Demographic Research to prepare certain report; requires such report to be submitted to Legislature.

Self-storage Spaces; Revises definition of term "last known address"; revises notice requirements of owners of self-storage units in order to enforce lien on tenant's property; requires that rental agreements for renters of self-storage units which are entered into on or after specified date provide certain information in compliance with Self-storage Facility Act; provides that failure or refusal of tenant to designate alternate contact does not affect tenant's or owner's rights or remedies; provides exception; authorizes owners of self-storage unit to send notice to certain tenants' last known address to apprise such tenants of specified right.

Petitions for Injunction for Protection Against Domestic Violence Containing Allegations of Marriage Fraud ; Revises petition for injunction for protection against domestic violence; requires clerk of court to electronically transmit certain documentation to State Board of Immigration Enforcement within specified time period; requires representative of State Board of Immigration Enforcement to initiate contact with petitioner within specified time period.

The Florida Virtual School; Removes provisions relating to Florida Virtual School giving priority to certain students; revises who may call board of trustees meeting; provides that board of trustees may use supplemental funding sources to develop state-of-the-art technology-based education delivery system; authorizes Florida Virtual School to accrue supplemental revenue from direct-support organizations; revises which entities review & approve expenditures; revises which personnel are subject to policies of board of trustees; removes requirement for board of trustees to establish priorities for admission of students; removes requirement for board of trustees to establish performance & accountability measures; revises requirements for annual report board of trustees must submit to specified entities; revises which students are subject to specified requirements.
