Local Government Finances ; Revises the timeframe during which tentative budgets, and the length of time for which final budgets, must be posted on county websites; requires the county to hold a budget workshop for a specified purpose by a certain date; requires the county to post a certain budget reduction exercise or link on its website; requires counties to publish budget development calendars, etc.
Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.
Fraudulent Entry of Residential Dwellings; Creates crime of fraudulent entry of residential dwelling unit; prohibits person from entering into & taking possession of residential dwelling unit under specified circumstances; provides criminal penalty; provides that fraudulent entry of residential dwelling unit is act of noncompliance for which landlord may terminate rental agreement.
Grants for Genetic Counseling Education; Creating the Genetic Counseling Education Enhancement Grant Program within the State University System; requiring the Board of Governors to award grant funds to state universities for specified purposes; requiring the program to reward excellence among genetic counseling programs based on specified criteria; prohibiting such funds from being used for specified purposes, etc.
Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.
Deductions for Certain Losses of Alcoholic Beverages; Authorizes distributor of vinous, spirituous, or malt beverages to make excise tax deduction in its monthly tax report for alcoholic beverages that have become unsellable through warehouse breakage, spoliation, evaporation, or expiration or that have become unfit for human consumption; requires distributors that distribute more than one type of alcoholic beverage to deduct their gross taxes for products according to those specified in specified manner; excludes extraordinary losses of vinous, spirituous, or malt beverages from such deductions; authorizes distributor to deduct actual gallonage of extraordinary loss.
Systems of Law and Terrorist Organizations; Providing that the Department of State may administratively dissolve a corporation that has been designated as a terrorist organization in certain situations; providing that a person who receives military training from a domestic terrorist organization in certain situations commits a specified crime; providing a person who knowingly provides or attempts or conspires to provide material support or resources to a domestic terrorist organization commits a specified crime; providing that a person who willfully becomes a member of a domestic terrorist organization and serves under the direction or control of such organization with a specified intent commits a specified crime; authorizing the Chief of Domestic Security to designate an organization a domestic terrorist organization or a foreign terrorist organization if certain requirements are met; requiring the Chief to provide specified written notice to the Governor, the Cabinet, and the organization of the designation; providing that the Governor and the Cabinet may by a majority vote approve or reject the designation; requiring the Chief to publish such designation in the Florida Administrative Register within a specified time period after approval of the designation by the Governor and the Cabinet; providing that certain students of school districts and Florida College System institutions are ineligible for specified fee waivers; prohibiting students who promote domestic terrorist organization or foreign terrorist organizations from being awarded certain public institution funds, etc.
Commercial Service Airports; Preempts naming of major commercial service airports to state; provides names for major commercial service airports; provides that renaming specified airport is subject to approval of FAA & execution of certain agreement; provides that such airport names continue to be valid under certain circumstances; requires DOT to annually review provisions naming major commercial service airports for certain purpose; requires DOT to provide certain notice to Legislature; provides requirements for such notice; requires that certain government records created on or after certain date use such airport names; specifies that airport names are branding designations; provides that political subdivision is in compliance with certain provisions under specified circumstances.
Newborn Screenings; Requires, beginning on specified date, that newborns to be screened for biliary atresia; requires DOH to consult with Genetics & Newborn Screening Advisory Council before adopting certain rules; requires department, by specified date, to implement certain education campaign relating to biliary atresia.
Materials Harmful to Minors; Defines "harmful to minors"; & revises list of materials used in classroom which are subject to objection process by parents or residents.
