Pharmacies and Pharmacy Benefit Managers; Revises entities conducting pharmacy audits to which certain requirements & restrictions apply; authorizes audited pharmacies to appeal certain findings; provides that health insurers & HMOs that transfer certain payment obligation to pharmacy benefit managers remain responsible for specified violations; provides penalty for failure to register as pharmacy benefit managers.

Organ Harvesting Practices of the People's Republic of China; Urges President & Congress of United States to condemn People's Republic of China for its practice of forcibly removing human organs for transplant & to pass & adopt certain punitive legislation & measures against China for such violation of human rights.

"Victims of Communism Day"; Requires Governor to proclaim November 7 of each year as "Victims of Communism Day"; requires day to be observed in public schools & by public exercise; requires day other than November 7 to be observed by public schools under specified circumstance; requires high school students to receive specified instruction; requires SBE to adopt specified revised social studies standards.

Tied House Evil; Repeals provisions relating to tied house evil.

Youth Gender and Sexual Identity; Provides criminal penalties for health care practitioners who engage in or cause specified practices to be performed on minor under certain conditions.

Prohibiting Cooperation With a United States Capitol Police Office Located in this State; Prohibits any state or local law enforcement agency or other state or local agency from cooperation with US Capitol Police office or personnel located in this state; prohibits access to certain databases; provides exception.

Campaign Finance; Requires political committees dissolve & dispose of funds in specified manner; revises maximum contribution amount person or political committee may make to candidate for legislative office; prohibits Governor, Lieutenant Governor, member of Cabinet, or member of Legislature from soliciting or accepting contributions during certain periods on behalf of certain persons; requires political committee that is dissolved to dispose of funds by certain means & file report.

Postsecondary Out-of-State Fee Waivers; Removes provisions relating to waiver of out-of-state fees for certain students.

Transportation Facility Designations; Designates President Donald J. Trump Highway within state.
