Affordable Housing; Requiring counties and municipalities, respectively, to authorize multifamily and mixed-use residential uses as allowable uses for specified property; providing requirements for certain proposed developments; prohibiting counties and municipalities, respectively, from restricting the height of certain proposed developments through other dimensional means and from requiring certain setbacks or stepbacks; requiring counties and municipalities to allow certain applicants to submit revised applications, written requests, and notices of intent to account for changes made by the act; .; authorizing a local government to provide a density bonus incentive to landowners who make certain real property donations to assist in the provision of affordable housing for military families; requiring the Office of Program Policy Analysis and Government Accountability to evaluate the efficacy of using mezzanine finance and the potential of tiny homes for specified purposes, etc.
Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.
Safety Design Standards for Office Surgery Suites; Requires Florida Building Commission & State Fire Marshal to establish safety design standards for certain office surgical suites by specified date; defines "office surgery suite."
Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.
Foreign Influence; Defines the terms "designated foreign terrorist organization" and "foreign country of concern"; provides penalties for specified persons who solicit or accept anything of value from persons or entities representing a designated foreign terrorist organization or a foreign country of concern; requiring the Commission on Ethics to adopt certain rules by a specified date; authorizes any appropriate tax collector to revoke or refuse to renew business tax receipts of specified individuals, businesses, or entities; prohibits certain activities encouraging affiliations with foreign countries of concern; requires the Department of Commerce to publish and update certain information on its website; deleting the Florida-China Institute from the list of linkage institutes; authorizes the Governor to suspend certain laws or rules relating to Cuba for a specified period under certain circumstances, etc.
Commercial Service Airports; Preempts naming of major commercial service airports to state; provides names for major commercial service airports; provides that renaming specified airport is subject to approval of FAA & execution of certain agreement; provides that such airport names continue to be valid under certain circumstances; requires DOT to annually review provisions naming major commercial service airports for certain purpose; requires DOT to provide certain notice to Legislature; provides requirements for such notice; requires that certain government records created on or after certain date use such airport names; specifies that airport names are branding designations; provides that political subdivision is in compliance with certain provisions under specified circumstances.
Refrigerant Safety and Agricultural Continuity; Requires DACS to provide annual report to Legislature by specified date; authorizes DACS to coordinate with certain entities for specified purpose.
Hands-free Driving; Prohibits person who violates careless driving provisions from operating vehicle while using wireless communications device in handheld manner; provides additional penalties for person who violates such provisions & operates vehicle while using such device in handheld manner; authorizes first-time offenders to participate in wireless communications device driving safety program in lieu of imposition of additional penalties; provides exceptions to such prohibition; requires law enforcement officer who stops vehicle for violation of such provisions & finds that operator of vehicle is also using such device in handheld manner to inform vehicle operator of his or her right to decline search of his or her wireless communications device; prohibits such officer from taking certain actions without warrant or consent from vehicle operator; provides that user's billing records for such device or testimony of or written statements from certain authorities are admissible as evidence in crashes resulting in death or serious bodily injury for certain purposes; provides additional fine for person who commits careless driving while using such device in handheld manner; requires deposit of such fine into EMS Trust Fund of DOH.
Property Insurance Affiliates ; Requires insurers to provide to OIR documentation demonstrating that financial considerations & payments to affiliates are fair & reasonable; requires office to consider certain factors to determine whether such considerations & payments are fair & reasonable; requires compensation arrangements between insurers & affiliates to be structured as fees for service; requires insurers to submit, & office to review, audited financial statements; requires contracts between insurers & affiliates to contain certain provisions; authorizes office to issue orders restricting fund transfers from insurers to affiliates under certain circumstances; requires affiliates to make certain refunds under certain circumstances; provides authority of office over affiliate dividends; requires affiliates to register with office.
