Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Designation of a Diagnosis on Motor Vehicle Registrations; Requires language on application form for motor vehicle registration to allow applicant to indicate that applicant has been diagnosed with, or is parent or legal guardian of child or ward who has been diagnosed with, specified disabilities or disorders; requires specified designation to be included in motor vehicle record; prohibits inclusion of specified information in motor vehicle record for certain purposes; requires DHSMV to allow specified persons to update motor vehicle registration to include or remove specified designation at any time.

Tuskegee Airmen Commemoration Day; Designates Tuskegee Airmen Commemoration Day, which occurs on fourth Thursday in March, as legal holiday.

Joint Session for Purpose of Receiving Governor's Message; Provides that the House of Representatives and the Senate convene in Joint Session for the purpose of receiving a message from the Governor.

Public Nuisances; Prohibits person from distributing onto private property any material for purpose of intimidating or threatening owner, resident, or invitee; prohibits person from willfully & maliciously harassing, threatening, or intimidating another person based on person's wearing or displaying of any indicia relating to any religious or ethnic heritage; requires violations be reported as hate crimes; prohibits display or projection of images onto building, structure, or property without permission; prohibits person who willfully enters campus of state university or Florida College System institution for purpose of threatening or intimidating another person from remaining on such campus after being warned to depart.

Joint Session for Purpose of Receiving Governor's Message; Provides that the House of Representatives and the Senate convene in Joint Session for the purpose of receiving a message from the Governor.

Transportation Facility Designations; Designates 98 Points of Light Way in Miami-Dade County; directs DOT to erect suitable markers.

Atrocities and Genocide in Cuba; Urges President & Congress to take action to address atrocities & genocide in Cuba.

Condominium and Cooperative Associations; Revises & provides laws for condominium & cooperative associations relating to disciplinary action, official records, reserve accounts & studies, milestone inspections, transfer of control of association, information that must be provided to potential buyers, & information included in prospectus; revises provisions of the Florida Building Code relating to repairing, replacing, or recovering roofing systems & mandatory structural inspections for community associations.

"Victims of Communism Day"; Requires Governor to proclaim November 7 of each year as "Victims of Communism Day"; requires day to be observed in public schools & by public exercise; requires day other than November 7 to be observed by public schools under specified circumstance; requires high school students to receive specified instruction; requires SBE to adopt specified revised social studies standards.
