Perfluoroalkyl and Polyfluoroalkyl Substances; Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.
Grants for Genetic Counseling Education; Creating the Genetic Counseling Education Enhancement Grant Program within the State University System; requiring the Board of Governors to award grant funds to state universities for specified purposes; requiring the program to reward excellence among genetic counseling programs based on specified criteria; prohibiting such funds from being used for specified purposes, etc.
Professional Learning for Instructional and School Administrative Personnel; Requires certain professional learning systems to provide at least one autism-specific professional learning opportunity.
Educator Preparation and Certification; Authorizing an educator preparation institute to allow certain program participants to enroll in introductory coursework; revising the criteria for the award of a temporary educator certification to include certain persons with expired professional certificates; requiring that subject area coverages and endorsements for a certificateholder be reinstated with the certificateholder's professional certificate; revising requirements for reinstatement of a professional certificate; providing that certain requirements for reinstatement of a professional certificate may not be satisfied using specific inservice points; requiring the Florida Center for Teaching Excellence to collaborate with the David C. Anchin Center for the Advancement of Teaching for specified purposes; requiring, rather than authorizing, the center to submit a specified professional learning system for approval by the department; requiring the center to allow certain certified educators to use such professional learning system for specified purposes at no cost to the educator; requiring the center to submit inservice points for such educators to the department; requiring the center to provide information on certain school district professional learning systems to certain certified educators, etc.
School Counselors; Requires evaluation criteria for certified school counselors to be based on specified standards; provides that persons seeking employment as school counselors are exempt from specified educator certification requirements; & provides that school districts may require such persons to meet certain requirements as condition of employment.
Domestic Violence and Protective Injunctions; Reclassifying penalties for committing a domestic violence offense if a person has a prior conviction for domestic violence; providing that sentencing and incentive gain-time eligibility determinations are made without regard to a penalty enhancement; establishing an electronic monitoring pilot program in a specified county; requiring the sheriff, in consultation with certain persons, to design and implement the pilot program; providing requirements for the pilot program; requiring the Department of Corrections to complete an evaluation and provide specified reports to the Legislature; requiring the Department of Law Enforcement to enter injunctions against dating violence and sexual violence into a statewide verification system, etc.
School Safety; Requires sheriffs to assist public postsecondary educational institutions in implementing guardian programs under certain provisions; authorizes public postsecondary educational institutions to participate in the school guardian program; requires a sheriff to establish a guardian training program or contract with certain other sheriff's offices to do so in certain circumstances; creates the offense of discharging a weapon or firearm within 1,000 feet of a school; provides that a person arrested for certain offenses must be held in custody until brought before the court for admittance to bail; ranks an offense created by the act on the offense severity ranking chart of the Criminal Punishment Code; authorizes the State Board of Education and the Board of Governors to adopt rules and regulations, respectively, etc.
Student Health and Safety; Revises DOH responsibilities for educational programs concerning epilepsy; revises requirements for student's individualized seizure action plan; revises list of which employees must complete training in care of students with epilepsy & seizure disorders; & provides that training is valid for 5 years.
Public Education ; Providing members of a district school board with specified rights; requiring that certain documents from district school board meetings be kept as public records; defining the term "good cause"; providing that a school district employee may not be required or incentivized to sign a nondisclosure agreement or confidentiality agreement; prohibiting a school district from imposing certain conditions on employment, etc.
