Community Affairs

Regulation of Presidential Libraries; Preempting to the state all regulatory authority over the establishment, maintenance, activities, and operations of presidential libraries; defining the term “presidential library”; prohibiting counties, municipalities, or other political subdivisions from enacting or enforcing any ordinance, resolution, rule, or other measure regarding presidential libraries unless authorized by federal law, etc.

Affordable Housing; Authorizing the board of county commissioners and the governing board of a municipality, respectively, to approve the development of housing that is affordable, including mixed-use residential, on any parcel owned by religious institutions; requiring counties and municipalities to authorize multifamily and mixed-use residential as allowable uses in portions of flexibly zoned areas under certain circumstances; prohibiting counties and municipalities from requiring that more than a specified percentage of a mixed-use residential project be used for certain purposes; providing that it is the policy of the state to support housing for certain employees and to allow developers in receipt of certain tax credits and funds to create a specified preference for housing certain employees, etc.

Inactive Special Districts; Dissolving special districts that have been declared inactive and repealing their enabling laws; dissolving the Sunny Isles Reclamation and Water Control Board and repealing the judicial order establishing the district, etc.

Public Records/County Attorneys and City Attorneys; Providing an exemption from public records requirements for the personal identifying and location information of current county attorneys, assistant county attorneys, deputy county attorneys, city attorneys, assistant city attorneys, and deputy city attorneys and the names and personal identifying and location information of the spouses and children of such attorneys; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.

Special Districts; Prohibiting the creation of new safe neighborhood improvement districts after a date certain; providing term limits for elected members of governing bodies of independent special districts; providing the method for changing boundaries of an independent special district; providing additional criteria for declaring a special district inactive, etc.
