Section 447.509 was expanded with a new exception (subsection 5) allowing a public employer to provide compensation and benefits for union activities if agreed to in the collective bargaining agreement and fully reimbursed by the employee organization. A new subsection (7) gives circuit courts jurisdiction to enforce the section by injunction and contempt.

The automatic ballot inclusion provision for existing certified bargaining agents was broadened: it now applies whenever employees in the proposed unit are included in any bargaining unit with a currently certified agent, rather than only when they are represented by a different organization than the petitioner.
