Removed the specific focus on Puerto Rico graduates and the MOBILE Act branding, replacing it with a general temporary certificate framework applicable to Medicine, Osteopathic Medicine, and Nursing boards.

Added a new eligibility pathway allowing certificate holders to retain their status and treat patients after an area loses its critical need designation, provided they maintain an active primary care relationship with patients in that area.

Mandated that boards review each temporary certificate holder at least annually to verify compliance with minimum practice requirements, with authority to revoke or restrict the certificate if standards are not met.

Deleted specific requirements for Puerto Rico graduates, including the need for a passing score on the Puerto Rico Medical Board examination and recommendations from facility medical directors.

Added a requirement for the State Surgeon General to determine if a critical need designation remains valid or if the area has lost that status.
