Habitual Traffic Offender Designation

HB 35 revises Florida's definition of a "habitual traffic offender" by adding three specific traffic violations that count toward this designation. It includes failing to stop after a crash causing death or injury, driving a commercial vehicle while disqualified, and driving without a valid license. Drivers who accumulate three or more convictions for these offenses (or similar violations from other jurisdictions) within a 5-year period could face enhanced penalties. The bill expands the list of qualifying offenses beyond previous standards, affecting individuals with repeated serious traffic violations. It takes effect July 1, 2026.
