What changed between versions
The department responsible for processing tax credit applications and enforcing compliance changed from the Department of Environmental Protection to the Department of Business and Professional Regulation throughout the bill.
The advisory council membership composition and appointment requirements were updated to include representatives from specific universities, building codes organizations, and industry experts, with staggered 4-year terms beginning in 2025.
New provisions require the Department of Business and Professional Regulation to issue written notices of eligibility or denial within 30 days of application submission, and to rescind credits if energy use reporting requirements are not met.
A new section 553.972 was created to establish the Florida Resilient Building Advisory Council as an adjunct to the Department of Business and Professional Regulation, replacing the previous council adjunct to the Department of Environmental Protection.
Section 213.053 was amended to authorize information sharing between the Department of Revenue and the Department of Business and Professional Regulation regarding the tax credit program.
