Tuition exemption eligibility criteria were expanded from s. 1009.25(1)(e) to include s. 1009.25(1)(c)1.-4. or (e), broadening the range of eligible students.

New requirement added for the department, community-based care lead agencies, and subcontracted service providers to document actions taken to facilitate young adults' acquisition of residential leases.

The OPPAGA study requirement was modified to include applicability provisions and clarify which entities must conduct the study.

The FYI initiative scope was expanded to include 'other federal programs and vouchers' offered by HUD, not just the FYI initiative itself.

Added a new Section 3 requiring OPPAGA to conduct a study on housing barriers for homeless and former foster care youth, including recommendations for overcoming those barriers.

Added a requirement that OPPAGA consult with multiple entities including the Department of Children and Families, Board of Governors, Florida College System, Department of Commerce, public housing authorities, affected young adults, and other stakeholders.

Added Section 4 establishing that the act takes effect on July 1, 2025.

Modified Section 2 to renumber subsections and add new requirements for housing authorities to provide written certification of youth's child welfare history and identify eligible youth within their caseload.

Set a specific deadline of December 1, 2026 for OPPAGA to issue its findings and report to the Governor, Senate President, and House Speaker.
