Vessel Accountability

New long-term anchoring permit system requiring vessels anchored for 14+ days within 30 days to obtain a free permit from the commission, with exceptions for government vessels, construction vessels, commercial fishing, and recreational fishing with active gear.

Removed the right to a hearing for parties responsible for derelict vessels and clarified that owners attempting to transfer ownership remain liable for derelict vessels left on Florida waters.

New requirement that vessels at risk of becoming derelict must demonstrate effective means of propulsion within 72 hours when notified by law enforcement.

New definition of 'vessel owner' that includes persons with title, buyers who paid consideration, and those with signed receipts, while excluding lienholders and lessees of non-security leases.

Expanded enforcement allowing mailed citations for unattended vessels and increased penalties for repeated violations, with vessels having three or more violations within 24 months declared public nuisances subject to removal.

Most provisions effective July 1, 2025, with the new long-term anchoring section effective January 1, 2026.

Authorized use of Marine Resources Conservation Trust Fund or Florida Coastal Protection Trust Fund for derelict vessel prevention and removal programs.
