Children’s Medical Services Program

Transfers operation of the Children's Medical Services Managed Care Plan from the Department of Health to the Agency for Health Care Administration effective July 1, 2025, including all contracts, personnel, and administrative authority.

Requires the Department of Health's Children's Medical Services program to conduct clinical eligibility screening for children and youth with special health care needs who are enrolled in Medicaid or CHIP, and to provide ongoing consultation to the Agency for Health Care Administration.

Mandates that the Agency for Health Care Administration contract with an independent evaluator to assess service quality, access, costs, and outcomes for children with special health care needs, with results due by January 15, 2028.

Requires the Agency for Health Care Administration to develop a comprehensive plan to redesign the Florida Medicaid Model Waiver to include children receiving private duty nursing services, with a report due by December 31, 2025.

Reorders and amends statutory definitions to clarify terms like 'Children's Medical Services Managed Care Plan network' and 'Children and youth with special health care needs'.

Repeals several existing statutes related to provider qualifications, reimbursements, and program administration that are no longer applicable after the transfer of operations.

Amends eligibility requirements for the Children's Medical Services program and related Medicaid provisions to align with the new organizational structure and service delivery model.
