The definition of 'critical infrastructure facility' was expanded to include 20 specific types of facilities, including seaports, inland ports, airports, spaceports, military installations, and various utility and transportation facilities.

An exception was added allowing commercial drone operations over critical infrastructure facilities if authorized by and in compliance with Federal Aviation Administration regulations.

Provisions regarding tampering with drone detection technology were revised to focus on frustrating remote identification requirements rather than general detection tools, with exceptions for authorized federal or defense officials.

New provisions were added authorizing individuals with a reasonable expectation of privacy to use reasonable force to prohibit drones from conducting surveillance in violation of privacy expectations when operating under 500 feet.

Criminal penalties for unauthorized drone surveillance were modified to create a tiered penalty system: misdemeanor of the first degree for recording images, and felony of the third degree for intentionally distributing such surveillance.

Several technical corrections were made to section references and statutory language throughout the bill, including clarifying which subsections are amended and republished.
