Removed authorization for students to enroll in virtual programs through private schools using Family Empowerment Scholarship awards; replaced with authorization for high-performing charter schools to provide virtual courses to grades 9-12 students.

Removed extensive list of authorized uses of Family Empowerment Scholarship funds for virtual programs, including private tutoring, virtual programs, and online courses.

Added requirement that high-performing charter schools must notify their sponsor in writing by March 1 if they intend to increase enrollment or expand grade levels, with specific procedures for charter modifications and sponsor approval.

Added funding requirement stating that virtual courses provided by high-performing charter schools shall be funded as provided in s. 1002.45(6).

Added new definition for 'choice navigator' specifying qualifications and limitations on their role in overseeing curriculum or academic programs.

Modified eligibility criteria by adding provision that students enrolled in virtual courses may not be counted toward facility capacity calculations for high-performing charter schools.
