Earned Wage Access Services; Requires providers to register with FSC; provides registration requirements; requires provider to display its registration certificate; provides for renewal of such certificate; provides requirements with which provider must comply; specifies mechanisms by which registrations may be denied, not renewed, or revoked; requires commission to deny, refuse to renew, or revoke registration certificate; provides requirements with which provider must comply; prohibits certain acts by provider; provides administrative penalties; requires commission, by date certain, to prescribe form & content of application for registration; authorizes person who previously provided earned wage access services to continue for specified time without registering under certain conditions.
