Juvenile Court Proceedings; Authorizing individuals to appear at or attend dependency proceedings relating to children through audio or audio-video communication technology, except under certain circumstances; requiring parties in certain proceedings to provide their primary e-mail addresses to the court; requiring that court notices for shelter placement hearings held through audio or audio-video communication technology include certain information; specifying how parties to certain hearings involving children may consent to service or notice by e-mail, etc.
