This bill directs the Secretary of the Navy and the Maritime Administrator to prioritize finalizing design requirements for new vessels intended for the Ready Reserve Force. It mandates that these officials provide a briefing to congressional defense committees within 180 days of enactment, covering the status of roll-on, roll-off vessel designs and plans for a construction manager program. The briefing must also detail the funding schedule for a ten-ship newbuild program and explain how this effort will coordinate with existing used vessel purchases to maintain force readiness during the transition.
