HR 9723 United States House · 119th Congress

Fit Future Act

The Fit Future Act establishes the President's Council on Sports, Fitness, and Nutrition, a group of up to 30 appointed members who serve without pay to advise the President and the Department of Health and Human Services. This council is tasked with developing strategies to revive the Presidential Fitness Test, promoting school-based physical education programs, and setting new fitness goals for American youth. Additionally, the council will recommend campaigns to address childhood obesity and national security concerns related to sedentary lifestyles, while receiving administrative support and funding from the Department of Health and Human Services.

MODERATE
The Engrossed version expands the Council's recommended strategies from six items to ten, adding four new policy areas: adaptive fitness measures for lifelong habits, addressing rising costs of youth sports, increasing access for youth with disabilities and other barriers, and discouraging early sport specialization to reduce burnout and injuries. The language around the Presidential Fitness Test was also softened from 'reestablishing and implementing' to simply 'implementing,' removing the implication that the test had been discontinued.
SCOPE

The recommendation regarding the Presidential Fitness Test changed from 'reestablishing and implementing' to just 'implementing,' dropping the reference to re-establishing a previously ended program.

ELIGIBILITY

New item (B) adds strategies for developing adaptive physical fitness measures and programs to help students develop lifelong physically active habits, broadening the focus beyond traditional fitness testing.

New item (H) adds opportunities to increase participation in sports and physical activities, specifically targeting youth with barriers to access including youth with disabilities.

FISCAL

New item (G) adds strategies to address rising costs associated with youth sports by expanding access to nonprofit recreational and athletic opportunities.

REQUIREMENT

New item (I) adds strategies to encourage participation in a wide range of sports and physical activities to minimize burnout, injuries, and early specialization in a particular sport or activity.

TECHNICAL

In the partnerships language (moved to item F), 'player's associations' was changed to 'players associations' and the phrase 'among other initiatives' was removed.
