Community Service Debt Repayment Program Amendment Act of 2026

This bill requires the District of Columbia Mayor to create a Community Service Debt Repayment Program that allows low-income residents to reduce unpaid fines from certain traffic and parking tickets by performing community service. The program specifically applies to fines from automated traffic enforcement systems and other notices of infraction, and it defines low-income residents as those earning at or below 250% of the federal poverty level. Under the program, residents can earn credit toward their debt at a rate equivalent to the minimum hourly wage for each hour of community service they complete, without paying any enrollment or participation fees. The Mayor must issue rules to implement the program, and residents can choose how much of their debt to reduce through participation rather than being required to pay a specific amount.
