Supporting Local Business Enterprises Temporary Amendment Act of 2026

This bill temporarily amends the District of Columbia's Small and Certified Business Enterprise Development and Assistance Act to strengthen rules for businesses working on government-assisted projects. It requires businesses seeking local enterprise certification to be independently owned and operated, expands the definition of beneficiaries to include non-profit entities, and establishes uniform hearing procedures for enforcement actions. The legislation also introduces new penalties for failing to meet subcontracting requirements, prohibits subcontracting to companies where the beneficiary has an ownership interest, and mandates regular invoicing every 30 days for work performed on government projects. Additionally, it repeals certain existing program provisions and establishes emergency certification procedures for public health situations.
