It creates a single unified online portal to replace outdated systems, providing real-time tracking of contracts and plain-language templates to help vendors - especially small businesses and certified business enterprises - navigate the process. The bill transfers the Ombudsman office to the City Administrator's office with expanded authority to address contractor performance issues, establishes a pay-for-performance program tying payments to measurable outcomes, and reforms the DC Supply Schedule to allow faster direct purchases from approved vendors. These changes aim to reduce delays, increase small business participation, and strengthen Council oversight through data-sharing agreements and updated review procedures for major contracts.
