Medical Cannabis Retailer Craft Preparation Endorsement Act of 2025

This bill creates a new "craft preparation endorsement" for medical cannabis retailers in Washington, D.C., allowing them to prepare specific products on their licensed premises for sale to qualifying patients and caregivers. Retailers with this endorsement can make edibles (using cannabis oil or butter from licensed manufacturers), topical products like lotions, and prerolls, but must follow strict rules: products must be shelf-stable (no refrigeration needed), cannot include transdermal patches, and must avoid butane extraction. The endorsement limits preparation space to 20% of the retail area, restricts stored materials to 2 kilograms of flower and 1 liter of oil/tincture from licensed sources, and prohibits selling to other retailers or allowing detectable odors from preparation.
