Added 'spirits auction' as a new category alongside wine auctions, including a definition covering persons, partnerships, or corporations that sell rare or collectable spirits obtained from private collections at public auction.
Created three license types: wine auction license, spirits auction license, and a combined wine and spirits auction license. No person may operate either type of auction without a license.
