HB 5373: AN ACT CONCERNING THE INSURANCE DEPARTMENT'S RECOMMENDATIONS FOR REVISIONS TO THE INSURANCE STATUTES.
HB 5373 updates Connecticut's insurance laws to modernize service of legal documents and license notices. It requires that service of process (like court documents) be delivered to the Insurance Department and simultaneously sent via email to the recipient's last-known address, with a 45-day waiting period before a default judgment can be entered. The bill also allows the Insurance Department to send license suspension or revocation notices via email to designated contacts, with notice deemed received upon actual receipt or seven days after sending. Additionally, it clarifies that revoking a business's insurance license may automatically revoke the licenses of its principals or officers unless the commissioner determines they were not personally at fault.
