AN ACT CONCERNING THE REDEMPTION RATE AND REFUND VALUE OF BEVERAGE CONTAINERS.

This bill adjusts the refund value for beverage containers in Connecticut to five cents if the state-wide redemption rate exceeds 100% in 2026, which would occur if more containers are returned than were originally sold. The change aims to address fraud and enforcement issues by reducing payouts when the system shows overredemption. Additionally, the bill allows beverage companies that suffered financial losses from overredemption in 2025 and 2026 to apply for full reimbursement of those losses. The refund rate will remain at five cents until the state revenue commissioner certifies that all redeemed containers were originally sold within Connecticut.
