AN ACT REQUIRING LOCAL REPRESENTATION AND PUBLIC HEARINGS FOR CONNECTICUT SITING COUNCIL PROCEEDINGS.
SB 82 requires Connecticut's Siting Council to include a nonvoting local representative from the affected municipality in all proceedings for projects proposed after October 1, 2025. The local representative - appointed by the municipality's chief official or regional council for multi-municipality projects - must follow confidentiality rules. Additionally, if a proposed facility impacts 10 or more properties in one municipality, the Siting Council must hold a public hearing there. This bill directly affects local governments, Siting Council proceedings, and communities near proposed infrastructure projects.
