AN ACT AUTHORIZING A FEE ON HEALTH INSURERS THAT ISSUE MEDICARE ADVANTAGE PLANS IN THE STATE.

SB 451 would require health insurers offering Medicare Advantage plans in the state to pay a fee. The fee applies when the state provides health care services to people who qualify for both Medicaid and Medicare (dual-eligible beneficiaries) but the services aren't covered by their Medicare Advantage plan. The fee's purpose is to recover the state's costs for those uncovered services. It does not create new benefits or change coverage rules, only authorizing a mechanism to recoup existing state expenditures.
