AN ACT ESTABLISHING A REFUNDABLE VETERANS' CAREGIVER TAX CREDIT AGAINST THE PERSONAL INCOME TAX.

This Vermont bill creates a refundable tax credit for caregivers of veterans with total service-connected disabilities. To qualify, the veteran must receive disability payments, live with the caregiver for at least six months in Vermont, and the caregiver must earn under $200,000 (single) or $400,000 (married). The credit equals the veteran’s disability payments or $675 annually, whichever is lower. Unlike typical credits, this can generate a cash refund even if the caregiver owes no income tax.
