AN ACT CONCERNING THE ASSESSMENT OF FOUR POINTS ON AN OPERATOR'S LICENSE AFTER USING A HAND-HELD MOBILE TELEPHONE OR MOBILE ELECTRONIC DEVICE WHILE OPERATING A MOTOR VEHICLE.
