AN ACT CONCERNING HOSPITAL-AFFILIATED PHYSICIANS.

This bill sets limits on hospital staffing for attending physicians, requiring hospitals to compensate doctors at 1.5x their rate if they assign more than 18 patients during a 12-hour shift. It also requires health systems to consult with physicians in group practices before making staffing changes, or submit changes for review by the Commissioner of Health Strategy. If a health system bypasses consultation, the Commissioner must appoint an independent monitor to oversee patient care quality and address impacts on physicians and services for one year. The bill further prohibits health systems from forcing physicians to join new group practices without their consent.
