AN ACT ALLOWING STUDENTS AT INSTITUTIONS OF HIGHER EDUCATION TO LIVE OFF CAMPUS.

SB 1411 requires all state institutions of higher education to allow students to live off campus during any academic year after their first year of enrollment, regardless of whether they are part-time (6-11 credits) or full-time (12+ credits). Exceptions include students receiving scholarships/grants requiring on-campus housing, those under 18 without parental consent, students in specialized on-campus programs (like language immersion or honors housing), or those approved by the Commissioner of Higher Education. The bill also mandates that schools inform students about off-campus housing options and provide resources like rental information and tenant rights upon request. This law takes effect July 1, 2025.
