AN ACT CONCERNING THE ESTABLISHMENT OF THE CONNECTICUT HOME ENERGY LABEL AND A TRAINING PROGRAM FOR ENERGY EFFICIENCY AUDITORS.

HB 6925 establishes a standardized Connecticut Home Energy Label that rates a home's energy efficiency using nationally recognized systems like Energy Star. It requires municipalities to allow (but not mandate) home sellers or landlords to provide this label to prospective buyers or tenants upon request before a sale or lease agreement, effective July 2026. The label does not apply to new homes (built after 2000), rentals with all-inclusive utility costs, foreclosure sales, or properties occupied by the landlord. Municipalities may impose civil penalties (up to $500 for first violations) for noncompliance, but the bill itself focuses on creating the labeling system and disclosure requirements.
