AN ACT CONCERNING HABEAS CORPUS PROCEEDINGS.

This bill changes how prisoners can challenge convictions through habeas corpus petitions. It limits appointed legal counsel to one petition and appeal unless new evidence emerges, requires all claims to be filed upfront in the initial petition, and makes trial courts' denial of habeas petitions final with no appeal right. Victims of the underlying crime must also be notified when a habeas petition is filed.
