AN ACT CONCERNING MINOR REVISIONS TO THE TIRE STEWARDSHIP PROGRAM.

It gives organizations more time to start their programs after getting approval and lowers the maximum administrative fee they can charge to five percent of total costs. The law also requires the state environmental commissioner to publish plans online for public comment and mandates that the organization keep financial records for at least three years. Additionally, the bill ensures that if a plan is rejected, the commissioner must explain why and allow the organization two chances to fix it before stepping in to approve a compliant version.
