MODERATE
The bill was renumbered from a revised version to a preamended version and significantly restructured its definitions and requirements. The most substantive change is the removal of the definition for 'Institutional Investment Entity' and its replacement with a new requirement for child care centers to provide fee schedules to families upon joining wait lists, registering, or requesting fees. Additionally, the acquisition notice requirement was modified to require a sixty-day notice to employees and families if layoffs or enrollment changes are planned.
Scope change
The bill's scope shifted from defining specific types of institutional investors to imposing general transparency and accountability requirements on all child care centers regarding fee schedules and acquisition notifications.
DEFINITION
Removed the definition of 'Institutional Investment Entity' which previously specified entities holding at least 20% ownership or publicly traded venture capital funds.
REQUIREMENT
Added a new requirement for child care centers to provide a fee schedule to families upon joining a wait list, registration, request, or changes to the fee schedule.
Modified the acquisition notice requirement to mandate a sixty-day notice to employees and families if the purchasing entity intends to lay off employees or change enrollment/eligibility requirements.
TECHNICAL
Changed the document header from 'REVISED' to 'PREAMENDED' and updated the bill summary date reference.
